France and Germany propose measures to EU to counter alleged propaganda in Russia – Reports
MOSCOW (UrduPoint News / Sputnik – August 30, 2022) France and Germany, in an unofficial document written ahead of a meeting of EU foreign ministers on the visa issue, propose measures within from the European Union to combat alleged “propaganda” in Russia, which include courses broadcast on social media and tools to circumvent censorship, Bloomberg reported.
The joint paper, written by EU technical experts, says the EU should continue to explore “creative ways” to enable the dissemination of what it calls “independent” information to and within Russia.
Paris and Berlin are also calling for opening communication channels with Moscow despite the widening of sanctions against Russian officials and continued military and financial support for kyiv.
The proposed plan envisages funding Russian-language media literacy courses, which could be broadcast by video bloggers on YouTube, Telegram and Vkontakte. The plan also suggests using “technical measures against Russian censorship, i.e. via an internet censorship circumvention centre”, and providing Russian-language content to Russians abroad.
Senior EU diplomats are expected to discuss visa restrictions for Russians at an informal meeting in Prague on August 30-31.
